SECRET.
I understand that Governor of Hongkong has recently raised question again with Colonial Office. Do you wish
me to sound opinion about extension of lease of new territories when next I visit Chungking? In the absence of replies to my telegrams Nos. 773 and 1020 of 1938 I have not yet mentioned it to the Chinese Government.
Until His Majesty's Government have decided on their policy I could generally not do more than suggest a train of thought in Chungking.
